Ravana then requested Shiva Ji to come with him to Lanka in

the Lingam should never be placed on the ground during the
journey. The gods became worried about Ravana's growing
powers and created a situation in which Ravana temporarily
handed the Lingam to a cowherd boy.
The cowherd boy placed the Lingam on the ground at
Deoghar. The Lingam became permanently fixed there, and the
place became famous as Baba Baidyanath Dham, one of the
